The boost control system works by using boost pressure to push the waste gate open and limiting boost pressure. If something was set up wrong (missing plug in waste gate, hoses going to MBC incorrectly, etc) you would normally see boost going too high. Since it is limiting boost it seems to indicate the hose connections are probably correct. A manual boost controller is one of the best ways to control the boost pressure your turbo is producing. They are easy to install and inexpensive when compared to an electronic style controller. They do require a little effort (which is where the manual part of the name comes in).
